Caelan Gander – Solutions consultant in healthcare revenue cycle
Solutions Architecture · Product Management · Implementation Consulting
I work with clients for discovery to determine what engineering should build. Across legacy-to-SaaS migrations of every size, I turn complex requirements into specifications engineering can build, using Claude Code mockups to confirm each requirement with the client before it’s built. From Salesforce issue to Jira story to client-verified reimbursement engines, authorization rules, and API integrations, I own each request the whole way.
Currently I am a Senior Solutions Analyst at WellSky, on the Specialty Care product. I review workflows and find the gaps, and I handle the project-management and stakeholder side: executive outreach, coordination between development teams, and making sure end-user feedback reaches the final design.

Case Study
WellSky · Specialty Care
A Fortune 500 revenue-cycle migration
Senior Solutions Analyst at WellSky and the solutions point of contact on the program, forward-deployed as the hub between Solutions, Engineering, Professional Services, PM, and the client.
Impact
15+ financial and compliance reports and 3 bill forms, all net-new for this migration. The platform now runs high-volume, mixed-model authorization billing with step-downs and intricate requirements.
Challenge
A Fortune 500 post-acute provider needed to move its billing off a legacy system onto WellSky Specialty Care. Requirements changed week to week, and reporting definitions weren’t settled until late.
My role
- Run the team’s backlog. I write its Jira stories and prioritize the work for a team of four developers and an engineering lead, taking implementation requirements from Salesforce intake to production in weeks.
- Defined eligibility gating and a new hour-based authorization and reimbursement engine (day, week, and total-hour limits across step-downs and rollups).
- Specified a bi-directional, real-time authorization-sync API between the two platforms.
- Authored 50+ billing rules across CMS-1500 and UB-04 and 3 new bill forms. Wrote the acceptance criteria and testing scenarios that supported go-live readiness.
Forward-deployed with the client
I am embedded with the client, running biweekly working sessions and carrying their decisions into engineering as the point of contact between the client and the build. If requirements are ambiguous, I build mockups with AI to settle it before writing the ticket. I also own release communications, every release note and user-guide update, including the prospect-facing docs.
The difficult systems
- Multi-level, hour-based authorization engine. Total-hour limits sit above per-week, which sit above per-day, with hours that can be shared across a group of disciplines for the patient. Getting the precedence and the step-down configuration right is what decides whether a visit is authorized, whether it can be billed, and whether my client gets paid.
- Tiered, configurable reimbursement engine. Rates vary by program, payer, and service line, so the engine had to be data-driven rather than hard-coded, with the tiers and contract variables exposed as configuration the client could perform themselves. It’s a multi-tenant platform, so I often have to decide how a change affects my client while keeping the platform as a whole in mind, and what opening up a capability means for them and for others.
- Authorization-sync API. I specified the updates to the bi-directional, real-time API keeping authorizations in sync between the two systems – specifying field mappings, sync triggers, and conflict behavior, including mapping each discipline to the correct procedure codes.
Tracking the money from billed to paid reimbursement
- End-to-end authorization tracking. Complex authorizations need full visibility from charges to bills to payments. I designed the tracking that keeps each claim accurate as charges roll up into one code and bill out as timed units, so the amount owed is correctly billed and reimbursed.
- Two reimbursement-review reports, built from scratch with the client. Each compares expected reimbursement against what actually landed on the claim. Every column is a claim-relevant field or value, built with the client, several calculated from existing data to surface insights the client didn’t have before. Operations and billing review differently, so I split the work into an hourly authorization report for operations and a claim review report for billing, each with its own submission criteria.
- A charge inquiry window I designed. Sort and pick a bill, and a pop-out shows exactly which charges hit it and traces each one back to the General Ledger.
Go-live support and ongoing testing
I owned testing readiness for the cutover, providing many pages and screenshots of explanatory notes and testing scenarios for their go-live facilities; I also facilitated off-cycle release to solve go-live issues at live sites in an urgent manner.

Case Study
Oracle Health · Aptive / VA
Both sides of the table
Implementation Consultant at Oracle Health (formerly Cerner), then Program Analyst on the VA’s EHR modernization through Aptive Resources.
Impact
Two angles on the same vendor: I’ve implemented live revenue-cycle systems on-site, and I’ve sat with the senior clinicians who shaped what the program had to deliver. The Cerner side was volume – 16 migrations, each carried through to first clean claims and posted payments. The VA side was access and judgment, turning what veteran care actually needed into prioritized requirements.
Challenge
I worked the same vendor’s software from two sides. First I implemented revenue-cycle systems at Cerner. Then I went to the VA and carried senior clinicians’ input into the vendor’s design and build.
What I did
- Lead consultant on 16 ambulatory implementations at Cerner (now Oracle Health), each moving a client off an end-of-life product onto the supported suite, from workflow review and data migration through go-live.
- Implemented the whole revenue-cycle loop, starting at the front desk: check-in and copay collection at the counter, charge capture, claim submission through the TriZetto clearinghouse, and payment posting. All 16 went live on time and compliant, and I sat beside front-desk staff through their first live checkouts.
- Moved to the VA’s EHR modernization through Aptive. Less hands-on build, more requirements and oversight at the population level.
- Facilitated the ambulatory pain-management and oncology councils, carrying clinician change requests into the vendor’s design, build, and test pipeline and tracking them through to rollout.

EnergyLink · Aurora, CO Water
Lead on a first-of-its-kind solar array
Project Manager and Business Development at EnergyLink, project lead for bid submission and design.
Impact
A first-of-its-kind 474 kW array for a municipal water utility, plus a county-scale program that expanded the company into a new state.
Challenge
Aurora, CO Water wanted solar on a city infrastructure build that no firm would have experience with: the Robertsdale Water Tank and Pump Station. It needed a design-build partner that could win the bid and deliver a 474 kW array on an unusual structure, with a performance guarantee behind it.
What I did
- Led the bid that won EnergyLink the sole design-build contract, named “EnergyLink’s lead on the project” in the July 2021 announcement.
- Closed 6 government and commercial RFPs for $1.18M and sourced $3.3M in pipeline, developing every brief, pitch deck, and bid with utility partners.
- Closed the $1.8M, 46-site, 6.8 MW Buncombe County, NC program, which opened the firm’s first North Carolina office.

Raven, a technology atlas ↗
A research site that measures how far an idea has moved toward a product from the public record alone, with every number printed beside its denominator and the rule that produced it.
Impact
Four published chains – orbital debris, humanoid robots, quantum entanglement and wearable computing – and 23 downstream products, with every score’s components printed beside it and an evidence score that never calls itself a probability. The same machinery measures the next chain.
Challenge
I wanted to say how far a technology has moved toward market using only public data, without mistaking the whole literature growing for a boom, a keyword match for relevance, or a score for a forecast.
What I did
- Measured four layers by stated rules: research counted per year beside the whole index, with funding and regulation alongside; citation dependency with a negative control; hand-checked barriers typed by whether they can lift; and speculation kept apart and labelled.
- Fixed two controls before any chain ran, so a product’s growth is a position between a literature that matured and one that boomed, never a bare number.
- Built a hand-checked truth set, negatives included, that every automation is scored against. The keyword baseline recovered 1 of 7 barriers; the model layer is built and has not yet run.
